Mayor can’t determine state of City Council’s finances

The Castries City Council has been described by Mayor, Peterson Francis, as being in a state of virtual  financial chaos.

“Up to today as I am speaking to you, we cannot determine the finances of the City Council,” Francis disclosed.

He told reporters :

“There’s no financials – there’s nothing, I suppose for the last nine years.”

The Mayor said as a result, he was not in a position to re-hire temporary workers when he could not determine whether the council was in a position to pay them.

“What is happening right now – you see the guy on the road with his barrow and his shovel? He is in charge of himself. In the council right now we found a situation where everybody is in charge of themselves; so if you decide ‘well I am not working this morning’, nobody asks you a question,” Francis explained.

He disclosed that there were situations where an employee has a Supervisor or a Manager, yet that same employee is signing for someone to go on leave without the knowledge of the Supervisor or Manager.

According to the Mayor, an attempt is now being made to implement law and order at the council.

“Obviously they are not accustomed to that and people will say you are a dictator,” Francis asserted.
