Somebody with very close ties to the ministry of infrastructure perhaps. You know these circumstances there is no need for public tendering nor even the revelation of the name of the contractor just like the government never bothered to tell us who was employed to carry out the audit of the New St Jude’s Hospital. So much for transparency!
