Petition launched to halt DSH project

The Vieux Fort Concerned Citizens Coalition for Change (VFCCCC), has launched an online petition calling for a halt to the US $ 2.6 billion Desert Star Holdings  Limited (DSH) project planned for the South of the Island, until the agreement for the initiative can be re-negotiated.

The petition, which the VFCCCC expects to gather thousands of signatures,  is to be presented shortly to Prime Minister, Allen Chastanet and the developer.

The group held what organizers described as a well-attended meeting  at the Vieux Fort primary school Wednesday night, at which the DSH project was discussed with Vieux Fort residents and other interested individuals.

VFCCCC founding member, Julius James told the Times that  for the first time in many years the partitions  were removed to fully open the school auditorium.

“There were people outside on both sides of the auditorium listening and taking in the information,” he stated.

The VFCCCC official said the group is in possession of two agreements relating to the DSH project – the framework and supplementary agreements

“Having read the two agreements we were left very disturbed by the terms and conditions of the two agreements,” James explained.

He said essentially the agreements seek to hand over almost all of the productive lands in Vieux Fort – some nine hundred acres.

James asserted that all the land will be handed over to one developer.

According to the VFCCCC official, everything in the agreements are in favour of the master developer.

“From our understanding, Saint Lucia would have to bear all the costs, all the risks, all the obligations of that project that has been signed, as far as we understand, by the Prime Minister,” James stated.

He said his organization believes that the agreement is not beneficial to Vieux Fort and Saint Lucia and would completely stop any further development of the Vieux Fort.

James said it would stop other investors from entering Vieux Fort.

“We just thought that this agreement was outrageous, ridiculous and we could not go along with it,” he told the Times.

According to James, that was the general sentiment of last evening’s meeting which was addressed by, among other persons, former Castries Central MP, Richard Frederick, Doctor Anderson Reynolds and Monty Maxwell – a representative of the VFCCCC.

He said the meeting made proposals on how concerned residents of Vieux Fort can get Prime Minister, Allen Chastanet. to listen to them.

“We are first seeking some kind of audience, some kind of dialogue with the Prime Minister on that project,” James explained.

He noted that a letter was written about two weeks ago to ruling party MPs, including Chastanet.

But he said there had not even been an acknowledgement.

He said there must be some ‘rethinking’ of the DSH agreement.

“We will have to use all possible means available to us and this is now under discussion,” James said.

He made it clear that his group is not opposed to foreign direct investment.

But he said the VFCCCC wants a better deal for Vieux Fort and Saint Lucia.

“We are prepared to sit down and renegotiate this thing with the government,” the VFCCCC official said.

He asserted that the response to the DSH development has to be a national one because although the lands earmarked for development are situated in Vieux Fort, they belong to Saint Lucia which has scarce land resources.

“That is the only area in Saint Lucia where the government, whichever it is, owns sizable amounts of readily accessible lands for investment and other purposes,” James told the Times.

      tracy.. this is why progress is not happening in st. lucia. Before there is a issue especiall to development you people quick to mention UWP or Labor. Who cares what party who supports, as long as its for the good of the people that’s what counts.

    Julius James tell the people of VF apart from your pension how much your salary is as manager of STDC why you refuse to pay the former staff of STDC and is it because you and others have interest in building marina in vieux with the strong possibility of the people in the bacadere having to be relocated. Why you never march for St.Jude Hospital. How many person have you Reynolds satney and others have given to the people of VF. I am all for progress I will never sign your petition I believe we need our horse race track.

    Obviously HOPE has nothing to lose. You are not a farmer who live in the three mile exclusion zone and depends on the rearing of animals for his/ her livelihood. You do not own land or business in the area which from all indications will be forceful acquired by government to give this rich developer. And the list of what we the persons who live in the area stand to lose.

    I voted UWP but believe that this deal in its current form is bad for Vieux Fort and Saint Lucia. I support Julius James and his group and their quest to have the government rethink its position. If the government persists, I think the people should forcefully end it by whatever means necessary. Nothing should be off the table. Government cannot deprive us of our livelihood to further enrich one of the worlds richest and force us to become entirely dependent on the state or serve as slaves to some so-called rich man for a small salary. To this I say no. At the end the people always prevail no matter the cost.

      You are being ridiculous. With a project of this magnitude there will employment opportunities at all levels. Those displaced will have 10 times the opportunities. With revenue flowing there will actually be a market for agricultural produce. It is so pathetic to propose that other investors will be deterred. Where are these investors today? If anything investors will be drawn to the heightened commercial activity of the DSH project.

        Well Said Margaret..I don’t think that the people of vieux for and st lucia on the whole are aware of the magnitude of employment opportunities that will be available to them!! I have not seen or read the agreement and as a para legal as to what i have heard on this so far will be profitable to st lucia and st lucians alike.

      Have you read the agreement? That 300 mile clause is no where embedded in the supplementary agreement which says that the Supplementary Agreement prevail over the framework agreement. Clause 9: Supremacy

      The framework agreement included the mangrove the supplementary agreement does not.

      Just a lot of propaganda to the poor unlearned Southerners.

    We have lots Of SUSE’s in this country trying to stop every project that is to come in this country. If I had My way I would just forget about all projects and let those people from view fort eat one another. And hope they don’t call on government for help.     I am amazed that no one including those for the project has not asked the 2.6 billion question. WHERE WILL THE MONEY BE COMING FROM as it stands right now the estimated value of the project ON COMPLETION will be 2.6 billion dollars. How much money will mr,chinaman be puting into this or be bringing into the country before the project gets under way.. I am all for this if we have a guarantee that mr.chinaman will come up with his 2.6 billion up front.

    The completion of st.Jude is not the government fault;the initial contractor did a bad job;it reach to a point where they had to hire a new contractor,and in doing this,some of the hospital structure had to be destroyed and redone. Now there is a new government,I am hearing that they will get a new contractor to finish the project. Moreover, people y’all are not dumb,why would something which is suppose to benefit st.lucia be so secretive that the prime minister can not give details about it…there has to be a flaw in then project that they don’t want st.Lucian to know because we would not support it-or are we really that dumb,that they playing us for fools…

You guys have been in the forefront for Vieux Fort for donkey years and what have you fellas been able to achieve? NADA! While I totally agree that there are some genuine concerns regarding this project that needs to be addressed, I think it should be done by good – intention people of the south with no selfish political agenda.

    We all know who are the members of this VFCCCC. A bunch of SLP hacks who are disgruntled by SLP loss at the polls. The perks for you guys are no longer there, so you are trying to steer as much controversy as possible. As for RF, I have said it before and I will say it again. You are a dead man politically!
