Plans to raise age of consent

National Security Minister, Hermangild Francis,  citing a breakdown in the social fabric of Saint Lucia among reasons for eleven homicides so far for this year, has spoken of plans to raise the age of consent.

“One of the things I want to do in discussion with the AG is to even look at bringing the age of consent up to about eighteen,” Francis revealed, adding that too many children are having children.

“That is where the problem is because if you notice the people who are getting involved in crime are very young people and that means that the family has broken down so we need to correct that,” the former Deputy Police Commissioner stated.

He also spoke of making crimes where young people are involved a ‘state offence’.

“So it is just like capital murder – murder, you don’t really have a complainant but the state becomes the complainant,” the minister explained.

Francis said in cases where young ladies have gone to the hospital and had children and there is information that they have been abused, the state will take on the responsibility of being the virtual complainant.

The minister asserted that the move will not be easy as lawyers and others may try to fight the initiative.

But he declared that it was necessary if Saint Lucia is going to fight crime in a holistic way.

“In other countries like the United States and Sweden and those places where the age of consent is eighteen, we don’t seem to find those incidents of children being wayward ,” the minister noted.

He said there was need to tackle the problem of crime from both law enforcement and social angles.

In Saint Lucia, a sixteen year old is considered legally old enough to consent to participation in sexual activity but is restricted from getting married or voting.

The Planned Parenthood Association has expressed concern about anomalies in local law that contribute to unwanted teenage pregnancies.

According to the association, although a sixteen year old can give consent to sex, to access services related to  sexual health, to manage pregnancies and space children, the same sixteen year old needs parental consent.

    Why don’t he stop whining. the basic problem with crime is law enforcement. TOO many police men are not working. imagine calling in a crime and getting a threat from the criminal minutes later. the police in St. Lucia do not work. the only thing they seem to be interested in is drugs because when they go on raids they only bring in the drugs that disappear soon after. when was the last time money was brought in with drugs. and if i remember well that money disappeared from a safe in a police station. WE have allowed a few thugs (not criminals ) to take our country ransom and NO political administration has been able to prevent this. we should take some notes from the Filipino president.

    Raising the age consent only places more young people in the criminal justice system. If you want to reduce pregnancy give young people access to sexual and reproductive services and decriminalise abortions.

      Really?Are you aware that young people already do have access to these services and refuse to take advantage of them?Legalizing abortion will only create a bigger problem, but with that being said, since when did the issue of abortion being illegal stop anyone from pursuing it?

    Raise the age of consent and prosecute anyone who breaks that new law. The social fabric in the Caribbean is geared to older men engaging in sexual activity with younger women, relatives, etc.
    Stop the mentality now!

    That’s the dumbest thing I’ve ever heard before. So you mean you can graduate at 16 years old and start working but you won’t be able to have sex. How dumb is that.

    In the States you can work and earn a living but you cannot drink alcohol unless you are 21.
    So are you saying also this is dumb too?
    The senator is finding ways to help curb the problem and these same laws are implemented in other countries. You are dumb to bring that “you can work but cannot have sex” up.
    So that is right, you can work but you don’t have to focus on having sex. There is enough time for that. That is what I learn in school. Have your career first then you can have sex.

    I don’t believe that a sixteen year old is fully capable of properly raising a child. The age of consent should be raised to eighteen in my opinion. Although lack of proper parental guidance is one of the chief reasons for unruly and deviant behavior among the youths, it is not the only reason. Adults can also be blamed as they display very vile behavior in the presence of children. At a very young age we have to teach our children virtues, morals and values in the schools and churches and these should be reinforced in the homes and the community. It’s a Herculean task to bring back our society from the abyss.

    I agree with that recommendation anf hope that it becomes law. Too many grown men, getting away with ripping the childhood from kids. Its time that we take control of what happens with our kids until they are able to decide fir themselves. Toooo many parents use this 16 years age of consent as a means to severe their responsibility to their kids.

    I’m 17.. N i think This idea is stupid.. Even if you change the age of consent.. It wouldn’t stop us from having sex.. Lol 10 yr olds are having sex.. At what age did you adults start hvin sex? .. Think before you’ll make silly decisions.. Nothing won’t change.. Try n focus on solving all this crime happening.. The children are aware of what disadvantages sex can bring.. But they want tu explore.. They want tu b like their friends.. If the parents cared they would pay more attention to their children and educate them on the rite way to have sex Smh.

      Really you believe its stupid well respect to your opinion however it should and will be passed.. perhaps you are fortunate enough however taking you out and thinking of the others where there is a breakdown in family guidance etc. There is a need for it!       I don’t think they or talking to u and ur friends that are having sex for no good reason but for the kids that doesn’t want to. Some older men have sex with young children because it turn them on maybe the old men and they money get u going to but God forgives u all is just sick.

    I agree with this law and I hope this law applys to the boys too…now make sure you build a new prison for those Who will brake the law..and also children should no be drinking alchol uunder 21.and another thing which is bothering me is to see an adult carting or minding a miner but yet have a bottle of beer or a glass of rum in their hands. You cannot do this here in the US..some time you go to the parents house they all drunk whils their kids running around hungry with dirty diapers noes running etcetc with no supervision by their parents because they both drunk!!. Smh .i am onboard with you guys to implement this law.and finally you must do or find a way to take abuse children away from those parents!! It’s was about time.(.nonsense)

    How often are men prosecuted for having sex with a minor in St.Lucia.?.How many minors give birth at the various hospitals in St. Lucia and are visited by the adult father. How will increasing the age of consent solve such an obvious problem which is lack of law enforcement.

    I do agree with the minister, sex is not just physical it’s also emotional and at sixteen a young person is not ready for that yet. And for the individual who claimed that adults had sex just as young. We know the damage that it has caused that’s why we do not want you crossing the same path.

    The minister needs to look at early socialisation of our children and inject some funds in early years education and support parents on schools feed for further education and then he will see a change.Our parents needs help on issues around child rearing practices.Children in Sweden do not attend school at 4 years.They are given the opportunity to play and enjoy their childhood

    It was about time someone came forward to amend that insane act place upon sixteen year olds who have the right to engage in sexual intercourse, legitimately. Too many sixteen year olds having children legally with adult males 30 and up. For me,this is a good initiative;congrats to this man for that,we need to see more of these fundamental issues being addressed…

    From 16 to 18,cuz u have to b 18 for an ID ,but have sex at 16 between that time u can have 2 or 3 kids .
    B’s make it the law 18,abt time,jail the men tht go at the kids atan early age,🙂😎
