PM called on to account for CIP money

Castries South MP, Ernest Hiliare, has called on Prime Minister, Allen Chastanet, to give an account of how money obtained under the Citizenship by Investment Programme (CIP) is being utilized.

According to the Saint Luci Labour Party (SLP) spokesman on investment, the laws of Saint Lucia are very clear in regard to accounting for CIP funds.

He declared that all qualified investments from the sale of passports are supposed to go into the Saint Lucia Economic Fund.

“The Prime Minister is supposed to come to parliament indicating how he is going to use those monies and for parliament to give approval,” Hilaire explained.

He told reporters Monday that the prime minister has never gone to parliament asking for approval of CIP monies.

“Yet we saw in the budget of last year how much monies were collected. Nobody has told us how those monies were used,” the Castries South MP stated.

“Again this year we saw in the budget an allocation – nobody tells us how the monies were to be used.”

Hilaire asked whether the CIP monies are being used to fund recurrent expenditure.

“If so, say so and come to parliament for approval to do so,” he declared.

Hilaire recalled that during the last election campaign Chastanet had criticised the Saint Lucia Labour Party, saying that the party should not use CIP money for recurrent expenditure, even though a single had not been sold by labour.

He expressed doubt that CIP funds were going into capital projects, since in the budget every capital project is listed along with the source of funding.

“If the money is being loaned to Range (Investments), then the prime minister must come and change the CIP laws, because the CIP laws do not allow for donation money to be loaned to anybody.”
