Invitation for Expressions of Interest (EOI)

Press Release:-The Government of Saint Lucia, acting through the Ministry of Health and Wellness, is preparing for the opening of the new Owen King EU Hospital (OKEUH).

In this regard, Government is giving consideration to partnering with private sector service providersthrough the outsourcing of some of the services required at the OKEUh and associated medical facilities. The objective of this approach is to ensure that the required services are delivered to the health care system with maximum efficiency and at affordable cost.

Partnerships with private sector service providers are being contemplated for the following services:

  1. Canteen & Restaurant Operation Services;
  2. Hospital Meal Provision including Diet Formulation and the operation of the Kitchen at OKEUH;
  3. House-keeping and Janitorial Services;
  4. Laboratory Services including the provision of such services to Polyclinics and the operation of the Laboratory equipment at OKEUH;
  5. Laundry Services including the operation of the Laundry at OKEUH;
  6. Medical Facility Management Services including provision of a top-level management team that includes personnel qualified and experienced in specialized areas of medical facility management;
  7. Specialized Plant and Equipment Maintenance Services;
  8. Portering Services;
  9. Radiology Services including provision of such services to Polyclinics and the operation of the Radiology equipment at OKEUH;
  10. Security Services;
  11. Transportation Services;

Expressions of Interest (EOI) are invited from companies/service providers that have the experience and capability to provide the afore-mentioned services. Specifically, each EOI should include the following:

  1. Name of Company/Service Provider;
  2. Service for which Interest is being expressed. A separate EOI should be submitted in relation to each service if there is interest in more than one;
  3. Names of Principals;
  4. A statement of relevant experience in the provision of such services; At least five (5) years’ experience in the provision of such services must be proven.
  5. A statement of staffing capability to provide the services;
  6. Three commercial references;
  7. Evidence of ability to provide professional indemnity insurance to cover the services being delivered;
  8. Evidence of Income Tax, VAT and NIC compliance where applicable.

EOI in written form should be hand delivered to the Office of The Permanent Secretary, Ministry of Health and Wellness, no later than Wednesday, 19th April 2017 before 4.00 p.m. A receipt should be requested and obtained for each EOI delivered. EOI submitted after the stated date and time will not be accepted.

Companies/Service Providers will be pre-qualified based on a review of the EOI submitted. Pre-qualified Companies/Service Providers will be (a) provided with Terms of Reference that detail the scope of the services required (b) invited to undertake site visits and engage in consultations, and (c) requested to submit a detailed and costed proposal as part of a process that is expected to culminate in the selection of a preferred provider for each service.
