Press Release:– The Permanent Council of the Organization of American States (OAS), meeting in extraordinary session chaired by the United States, adopted a resolution that “accepts an acting representative for a Member State that did not requested it”.
The appointment of Gustavo Tarre as the “appointed” representative of Juan Guaido before the OAS constitutes an unacceptable interference in the internal affairs of the Bolivarian Republic of Venezuela.
In this regard, officially the Foreign Ministry of the Bolivarian Republic of Venezuela, through a statement indicated, that what happened yesterday only demonstrated the failure of US policy against Venezuela and are in violation of International Law and the Purposes and Principles of the Charter of the United Nations.
The USA and its allies, including its puppet, the Secretary General of that discredited organization, failed to suspend Venezuela, by not obtaining the support of two third of the member states for that practice as stipulated in the so-called Inter-American Democratic Charter.
On the other hand, it is clear that the adoption of such a resolution sets an ominous and dangerous precedent for multilateralism in general, as well as for the member States of the OAS. Its Adoption would imply that any power of any State could designate representatives before different bodies or of other organizations, and the legitimate representatives would not be recognized.
The official communiqué of the Venezuela Foreign Ministry indicates:
The Government of the Bolivarian Republic of Venezuela, denounces to the international community and the peoples of the world the blatant and criminal violation of International Law and the Charter of the Organization of American States during the Special Session of the Permanent Council of the OAS on 09 April 2019, during which a group of satellite governments in Washington has endorsed a political puppet appointed by Donald Trump.
This is one of the most unfortunate decisions taken in the long history of legal and political outrages of this Organization, and a vulgar manipulation of blackmail and pressure against Member States to satisfy the wishes of Washington’s neo Monroe policy.
With the illegitimate acceptance of a political puppet whose spurious existence results from the transgression of the legal system of the Bolivarian Republic of Venezuela, the OAS validates the coup plan initiated on January 23, and aims to create conditions to deepen the interventionist aggression against our country, including the threat of military intervention.
With this decision -which further plunges the OAS into disrepute and illegality- the US and its satellite governments demonstrate that they never had the necessary majority of the member states to attack Venezuela and, in the end, they were forced to empty the organization of all its principles.
The Bolivarian Government of Venezuela, faithful to its republican and democratic principles, to its Constitution and to International Law, emphasizes that it will not recognize any political emissary, whatever the title or denomination that is granted to them within the OAS, who has not been designated in accordance with the constitutional provisions, that is, by the highest representative of the National Executive Power and Head of State of the Bolivarian Republic of Venezuela, President Nicolás Maduro Moros.
In this regard, the Government of Venezuela informs that any action, decision and / or agreement adopted bilaterally or multilaterally within the Organization of American States with the participation of a usurper political puppet, will be considered by the Venezuelan Government as a null act and lacking legality.
Therefore, the Venezuelan State will not be obliged to comply with any of the provisions agreed with a proconsul appointed by Washington, much less to compensate in any area, the State or groups of States that engage with illegitimate representatives who pretend to act name of the Venezuelan State, without this implying ignorance of the bilateral and multilateral treaties and agreements previously agreed upon by the Bolivarian Republic of Venezuela.
Faced with the evident failure of the coup d’état initiated last January, the Trump government has moved its political pawns on the continent to break the democratic will of the member states and give legal varnish and a dubious oxygen to the aggression against Venezuela. Washington has forced a criminal decision, has begun a dark route that overshadows the future of relations between states on the continent.
The Government of the Bolivarian Republic of Venezuela ratifies its irrevocable decision to leave the Organization of American States on April 27, 2019, in accordance with the complaint made two years ago, and in the framework of the corresponding procedures, considering that the Bolivarian Republic of Venezuela cannot remain in an organization kneeling to the imperial and supremacist interests of the US administration.
