The Saint Lucia Labour Party (SLP) has unveiled its 2025 Manifesto preceding the General Election. The manifesto presents a plan centred on technological transformation, economic stability, and expanded social protection. Prime Minister Philip J Pierre says the document, titled, “Moving Forward Together,” builds on the administration’s achievements since attaining office in 2021 and outlines a path to make Saint Lucia “the most technologically driven Small Island Developing State by 2035.”
The manifesto highlights a strengthened governance structure and a steady economic outlook, with the SLP projecting continued growth and lower unemployment rates. Major infrastructure remains a cornerstone of the party’s agenda, with plans to advance work on the Hewanorra International Airport redevelopment, expand seaport capacity, modernise water systems, construct new bus terminals, and deliver new medical facilities, including the Soufrière Hospital and the recently completed St Jude Hospital.
The party also places strong emphasis on job creation, promising new opportunities in tourism, construction, BPO operations, and emerging technology sectors. A national unemployment insurance programme designed with the National Insurance Corporation is proposed to protect workers who lose their jobs involuntarily.Health care is set for further modernisation, with digital patient integration, expanded universal health coverage, and improved community health services forming part of the next phase of reform.
Education transformation forms another pillar of the SLP’s plan. The party aims to transition half of all classrooms into digitally powered learning spaces by 2035, broaden early-childhood access, strengthen technical and vocational streams, and enhance tertiary training through partnerships with international institutions.
Tourism, agriculture, and manufacturing industries are also positioned for expansion in the manifesto. The SLP pledges to increase local participation in the tourism economy, strengthen community tourism, and create new pathways for farmers, fishers, and manufacturers through technology, research facilities, and better financing options. Maritime development, including a modernised Vieux Fort Port and the establishment of a National Maritime Academy, also forms part of the party’s economic diversification strategy.
Citizen security is another central theme. In years prior, the SLP increased its funding and equipment support to the Royal Saint Lucia Police Force and the Saint Lucia Fire Service. This time, the SLP pledges to expand the police force more by upgrading facilities, increasing community-based intervention programmes, and introducing additional rehabilitation initiatives aimed at addressing the root causes of crime. Housing affordability also features prominently, with the party promising expanded multi-family developments, improved access to land titles, and incentives for first-time homeowners.
Digital transformation also featured in the manifesto with the SLP outlining plans to introduce a National Artificial Intelligence Centre, strengthen cybersecurity, expand high-speed internet access, and deepen the use of AI tools across both the public service and key economic sectors.
In its conclusion, the SLP calls the document a continuation of its people-centred philosophy, arguing that its vision for improved water security, expanded job opportunities, enhanced health care, and safer communities makes it the most credible choice for Saint Lucia’s future.
