Prime Minister Philip J. Pierre unveiled an ambitious slate of initiatives for Saint Lucia’s 2025–2026 fiscal year as he delivered a $2 billion, tax-free budget on Tuesday.
The near three-hour long address in Parliament outlined administrative, developmental and legislative changes, including long-awaited infrastructure upgrades and education sector investments.
Among the standout announcements was the introduction of 10-year passports for Saint Lucians, replacing the previous five-year validity at no additional cost.
To tackle rising food costs, the government will expand import markets, particularly for meat products.
“The government has facilitated the importation of poultry, pork, beef and meat from Brazil in search of reduced prices,” Pierre said, adding that importers using new source markets may receive government support.
A land rationalisation policy will also be implemented, granting land titles to citizens who have occupied Crown lands (under 8 000 sq. ft) for over 30 years. Residents of Eau Piquant and Augier will be the first beneficiaries. Meanwhile, squatting on private land will be addressed, with the housing and physical planning ministries assisting in formalising tenancies to “ensure fair treatment to the owners of these lands.”

- $250 000 annually for free feminine hygiene products in secondary schools
- Government coverage of up to four CXC subjects per student
- Increased private preschool subvention from $2 500 to $3 000
- Tuition support for nursing students at Sir Arthur Lewis Community College:
- $2 500 (1st & 2nd year)
- $5 000 (3rd year)
- $10 000 (final year, covering full tuition)
- Permanent employment for nurses with two+ years of post-training service
Business & Innovation Incentives
Companies investing in cybersecurity, AI tools, or approved ICT training can claim tax deductions of up to $50 000.
Community Infrastructure Projects
- $5m Talvern Condominiums (construction begins June 2025)
- New Soufrière Elderly Home (starts July 2025)
- Renovation of the National Archives (potential conversion into a national museum)
- Ramon Poleon Theatre at Belle Vue HRDC (construction starts July)
- New Entertainment Centre (construction begins May)
