Delcer Centre Reopens ‘Stronger, Safer, Ready for Emergencies’

Residents of Delcer once again have access to their community health facility following the official reopening this week of the Delcer Wellness Centre. The centre underwent EC$843,000 in rehabilitation works under the OECS Regional Health Project, transforming it into a climate-ready and resilient facility – structurally safer, more energy-efficient and better equipped to operate during emergencies

The upgrades included new electrical and plumbing systems, improved lighting, water storage, accessibility features, and climate-resilient infrastructure. According to Project Coordinator Jeanette Hughes, the goal was to ensure that communities like Delcer can rely on their wellness centre when it matters most. “We want to ensure that these facilities are not only safe structurally but also efficient and resilient,” she explained, noting that healthcare continuity is central to the project’s design.

For Choiseul/Saltibus MP Bradley Felix, the reopening is also an opportunity for a fresh start in service delivery. He encouraged staff and residents alike to see the modernised space as more than just a refurbished building. “This is an opportunity to enhance the quality of service delivery. It’s about how we use this space to provide better care and meet the needs of the people of Delcer,” he said.

Health Minister Moses Jn Baptiste placed the rehabilitation within the broader context of the government’s vision for healthcare. He reminded residents that the long-term goal goes beyond infrastructure to reducing the financial burden of care. “When you come to the Delcer Wellness Centre, you should be able to get quality services, and over time, the cost to you will be lower and lower,” he said.

Prime Minister Philip J. Pierre echoed that sentiment, describing the project as part of a larger effort to strengthen Saint Lucia’s healthcare system. Thanking the World Bank for its support, he emphasised that the government’s focus is on improving access and outcomes. “What all of us want is to develop our country, what all of us want is better healthcare. That is what we want, and I am pleased that we are opening this health centre in Delcer,” Pierre said.
