The Ministry of Equity, Social Justice, and Empowerment has begun a series of national consultations to gather public feedback on the Draft National Policy for Persons with Disabilities.
The consultations, which run from October 13 to 24, are being held across the island to engage persons with disabilities, their families, representative organisations, and other stakeholders to shape a more inclusive and equitable national framework for disability rights and empowerment.
According to the ministry, the policy follows a comprehensive Situation Analysis of Persons with Disabilities in Saint Lucia, which examined the challenges, opportunities, and daily realities of people living with disabilities. The findings helped shape a framework designed to promote inclusion, equity, and accessibility, in line with Saint Lucia’s commitments under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
The draft policy envisions “an inclusive and accessible Saint Lucia where persons with disabilities can participate fully in every aspect of national life.” It is guided by principles of dignity, equality, autonomy, and participation, outlining clear goals to protect human rights, eliminate discrimination, and expand equitable access to services, employment, and justice.
Public consultations begin at the Babonneau Multi-Purpose Centre and will continue in Dennery, Gros Islet, Odsan, and Anse La Raye through October 23. Specialised sessions will also be held with professionals and key advocacy groups.
Leading the policy development process is Dr Clementia Eugene, an academic and professional social worker with more than two decades of experience in social development, child protection, and education. The Ministry said her leadership has ensured the draft remains “grounded in evidence, inclusivity, and human rights.”
Permanent Secretary Dr Charmaine Hippolyte Emmanuel described the consultations as an important step toward a more inclusive Saint Lucia.
“This process represents a significant step in Saint Lucia’s ongoing commitment to building an inclusive society where every individual, regardless of ability, can live with dignity and participate fully in our nation’s development,” she said.
The ministry has encouraged broad participation from persons with disabilities and their representative organisations to ensure the final policy reflects the realities and aspirations of the community.
