Mangal Takes Aim at COPACI Seat

President of the Saint Lucia Cycling Association, Cyril Mangal is hopeful of winning a regional administrative position in Panama today. Mangal is attending the Pan-American Cycling Confederation (COPACI) Congress in Panama this week. He is hoping to be elected vice president for the Caribbean Zone.

Mangal, who has been leading the sport locally for the better part of two decades, will go up against Trinidad & Tobago’s Rowena Williams. President of the Trinidad & Tobago Cycling Federation (TTCF), Williams serves alongside Mangal on the executive of the Caribbean Cycling Union (CCU). Mangal is the first vice president and Williams second vice president of CCU. Both are now bidding to replace Trevor Bailey of St Vincent & the Grenadines, who stepped down as president of CCU in 2023.

As part of the  2025 Pan American Cycling Congress, Mangal was on Tuesday honoured with the COPACI Order of Merit, one of two recipients from the Caribbean. He was handed the award for his “outstanding service to cycling in the region.”

The Congress is being attended by David Lappartient, who has been at the head of the International Cycling Union (UCI) since 2017. Lappartient previously attended the Pan American Road Championship, which Panama hosted in 2023.

More than 40 nations are represented at the Hotel Las Américas Golden Tower Panama, located in the capital city. Elections will be held for the next quadrennium.

A work report by COPACI and its Finance Commission will be shared, and there will be discussion of other issues concerning the sport such as the Continental calendar, the awarding of the Order of Merit, and other general concerns.
