Jamaican Man Wanted for Murder in Saint Lucia Captured in US, Faces Extradition

Local law enforcement agencies are coordinating with US authorities to extradite a Jamaican national wanted for murder in Saint Lucia.

Orville Andrew Pernell, 32, was apprehended in Savannah, Georgia, by ICE Homeland Security investigators and ATF special agents, according to US media reports. Pernell had been charged with murder in Saint Lucia before fleeing to Jamaica, where he was arrested, only to escape custody twice.

On December 1, 2021, while awaiting extradition to Saint Lucia from Jamaica, Pernell broke out of the Central Police lock-up. He had been accused of killing Cleus Alfred of Trouya, Gros Islet, whose body was found on August 25, 2020, after residents reported gunshots.

Initially detained at the Babonneau Police Station, Pernell allegedly used a sharp instrument to cut through steel bars and escape from a cell with three other detainees. After fleeing to Jamaica, he was recaptured on July 14, 2021, by the Jamaica Constabulary Force’s Fugitive Apprehension Team, but escaped again months later.

After five years on the run, Pernell was finally arrested in the US on April 4. “After a long run from justice, he’s finally back in custody and facing the consequences,” HSI Atlanta posted on X, alongside his photo.

US Border Patrol first encountered Pernell on December 7, 2022, near San Ysidro, California, after he attempted entry under a fake identity. Paroled into the US, he later faced arrest in Clayton County, Georgia, in July 2023 for possessing a stolen motorcycle and evading police, who also recovered a stolen 9mm handgun.

His recent arrest in Savannah was reportedly without incident. Pernell now faces US charges for illegal weapon possession and will stand trial for murder in Saint Lucia after extradition.

  1. The man has supernatural powers so he will still escape again, just leave the man alone let him live his life

  2. Did he escaped or was he set free from the babonneau police station. After 5 years the police is still investigating.

  3. I hate to say this – but I am not certain St. Lucia has what it takes to SECURE this murderer. Perhaps a conversation with Nayib Bukele in El Salvador would be well worth it. He could then be housed in the Cecot Mega Prison (for a fee) also known as the point of no return based on my research. Let me be clear St. Lucia is not equipped to deal with this murderer —–

  4. I totally agree Jay. In addition to his connections to help in escaping, he may very well pose a risk to the general population. Smh
