Minister for Housing, Local Government and Urban Renewal Richard Frederick has been placed on administrative leave “until further notice” while issues related to the Saint Lucia Social Development Fund (SSDF) are being resolved.
Prime Minister Philip J. Pierre announced the decision at Monday’s pre-Cabinet press briefing, saying it was taken to avoid any suggestion that Frederick could influence the process.
“The minister being on administrative [leave] does not imply any guilt. … It ensures that there is full transparency in the process,” the Prime Minister said.
The decision follows a recent police investigation into a separate criminal allegation involving Frederick. Police Commissioner Verne Garde said officers were unable to substantiate the allegation following a thorough investigation.
While on leave, Frederick will not attend Cabinet meetings or carry out any of his ministerial duties. Pierre did not say how long the administrative leave or the SSDF process could last.
When asked about what is happening at the SSDF, Pierre said the organisation is working to bring its outstanding audits up to date. He did not, however, specifically call the process an investigation into Frederick.
The Prime Minister said Frederick’s name had been raised publicly by the opposition in connection with several accusations, but maintained that the decision to place him on leave was intended to allow matters surrounding the SSDF to proceed without questions about possible ministerial influence.
Pierre also made clear that the SSDF’s work will continue while the matter is being addressed. He described the agency as an organisation of “high priority” whose role includes assisting low-income and underserved people, persons with disabilities and young people.
While Frederick is away, Shawn Edward will take responsibility for the Housing and Urban Renewal portfolios, while Stephenson King will assume responsibility for Local Government.
Pierre also noted that Frederick remains the Parliamentary Representative for Castries Central and will remain available to his constituents.
